Town hall Q&A turned into a ghost town, here's what fixed it

We had a town hall in Austin last month with 200 staff. Q&A got maybe 2 questions. Dead silence. So I tried something different at our next one. I planted 5 questions with people from different teams beforehand. Then opened the floor after. Got 14 real questions from the crowd. The planted ones just broke the ice. I'm wondering if others use prepped questions or some other trick to get people talking in big meetings.
