Stop reusing old brake cables just to save $12

I rebuilt a customer's touring bike last month and found a frayed cable hidden inside the housing that looked fine from the outside, so why do shops keep passing off tired cables instead of replacing them for the cost of a sandwich?

Is the $12 really worth the risk of a snapped cable sending someone into traffic? Even a smooth-shifting cable can have broken strands hiding under the housing, and you only find out when it lets go at the worst moment. Shops that skip this are basically betting someone's safety on a sandwich, and that math never checks out for me.
