Serious question, why do airport gates still use paper boarding passes?

Last month at Dallas-Fort Worth I watched three people fumble with printouts while the digital ones scanned in seconds, but then the airline's app crashed for a family of four right at the gate. The counter agent said they still print a certain percentage for backup, yet that same airline charges extra for checked bags and claims to be paperless. Is the paper pass just a safety net, or is it holding back the whole boarding process?
