Heard a guy at the coffee shop say 'time theft is the real freelancer killer' and it hit me hard

I was grabbing my usual cold brew and this guy on the phone was talking about how he bills for 5 hours but only works 3. I realized I do the same thing, but I also spend 2 hours scrolling between tasks. How do you guys actually track your focused time without getting paranoid about it?

Does anyone actually charge for all their scrolling time or are we all just guessing?
