My neighbor's kitchen island faces a toilet through a cutout wall

I was over at a friend's place in Phoenix last week and their new build has this open wall between the kitchen and half bath with a counter cutout. You can literally make eye contact with someone sitting on the toilet while you're washing dishes. Does anyone else think that is a health code or just basic decency violation?

Was the builder trying to save on wall materials or just trolling the homeowner?

Used to think builders just did stuff like this out of laziness or to cut corners but honestly this changed my mind. Seen a few builds now where they intentionally staggered the studs to stop sound from traveling between rooms and this looks exactly like that. Not the prettiest thing to look at but if you've ever lived in a house where you can hear every toilet flush and conversation then you get why someone would do it. It's actually smart when you think about it even if it looks goofy. Saves on materials is a nice bonus too.
