Doubt it's as bad as it looks from shore. Those crews know the river better than anyone. What seems sketchy to us is probably just normal work for them. They have safety rules to follow, even if the setup seems odd. Without seeing the exact details, it's hard to call it an accident waiting to happen. Sometimes things just look worse from a distance.

Remember watching a crew set up near the old bridge last year and thinking the same thing. They had gear that looked totally out of place from where I was standing. Ended up chatting with a foreman later at the diner, and he walked me through why every piece was exactly where it was. Made me realize we only see a tiny part of the picture from land. Their normal often looks like chaos to anyone not in their boots.
