A contractor I hired in Austin said he never uses a level for tile, just goes by feel. Is that normal?

That's a huge red flag right there. A good tile job needs to be level and flat, period. Going by feel is a fast way to get lippage and a wavy floor. It shows a lack of basic care for the work. You should find someone else who uses the right tools.
