The antagonist prompt that took me 6 hours to crack

Every writing prompt site says make the villain sympathetic. I tried that for a short story and my antagonist just felt like a sad guy with a grudge. Took me 6 hours across three nights to figure out the real issue. The problem wasn't the backstory. It was that I gave him a goal the reader could agree with too easily. Once I made his method worse than his motive, the tension finally landed. Anyone else hit this wall with villain prompts?
