Two bids, same job, one was 60% higher. Which one do you trust?

I got a quote for a basement waterproofing job in Columbus. One contractor said $3,800, the other said $6,100. The expensive guy had better reviews but the cheap guy had 10 years of photos. Does a higher price mean better work or is it just padding? Has anyone picked the cheaper bid and regretted it later?
