Hired a local crew for a 2-day deck rebuild and it turned into a 2-week lesson

I booked a crew from Springfield back in 2017 to replace my rotted deck boards, thinking it'd be a quick weekend job. They showed up late, used the wrong fasteners on half the joists, and I ended up learning building codes myself just to keep them honest. Has anyone else had to double-check a contractor's work because your gut said something was off?

My buddy Phil hired a crew in Portland to redo his patio and they buried the drainage pipes facing uphill. He spent three weekends fixing their mistakes and now checks everything before they leave for the day.

Checking everything before they leave for the day" sounds like a nightmare but honestly, Phil learned the hard way. Did he have a written contract with that crew? Seems like most of these guys just show up with a truck and some tools, no paperwork or proper plans. I'm asking because if you pay someone who's licensed and bonded in Portland, they'd be stupid to do work that bad since you could go after them. Was Phil just trying to save money or did he vet them properly first?
