Watched a project manager get burned by a verbal change order today

GC gave the go-ahead on a site change during a walkthrough in Austin last week, verbal only, and now the client is refusing to pay the $18k because there's nothing in writing, has anyone else had to eat a cost like that just because they trusted a handshake?
