My water heater exploded in the basement and the real cause surprised me

I was home in Cleveland last Tuesday when I heard this loud bang from downstairs. The water heater had burst and flooded about 3 inches of water across the concrete floor. When I called a plumber from All-City Plumbing, he pointed out that the pressure relief valve was completely painted shut by the previous homeowner. Has anyone else dealt with hidden maintenance issues like that during a repair?

Wait so the old owner just painted over the valve instead of replacing it when it was due? That's wild that a little paint could make something that important completely useless. Did the plumber say if there were any other red flags you should check for?
