Found a cracked flue liner at a rental in Boise, nobody caught it for 3 years

I was doing a routine sweep on a duplex off State Street yesterday and the camera showed a huge crack running up the terracotta liner. The tenant said they've had the unit for 3 years and the landlord never had it inspected once, so creosote buildup was over a quarter inch thick in places. That's a straight fire hazard waiting on the next cold snap. Has anyone else run into rentals with zero sweep history, and do you report it straight to the fire marshal or just the property owner first?
