Counted 14 blocked flues on one street in Leadville last Tuesday

I drove up to Leadville last Tuesday to look at a rental property my uncle owns, and I walked the block twice just out of habit. Out of 22 houses on that street, I counted 14 with caps that were cracked, clogged, or just plain missing. One had a bird nest poking out of the top that had to be two seasons old. I knocked on a few doors and got three folks to book cleanings on the spot, which is more than I usually get in a month of phone calls. Anybody else notice certain towns where nobody has touched a flue in years? I'm wondering if it's a landlord problem or just nobody thinks about it up there.
