Honestly, skipping the damp check isn't always a disaster. Plenty of people just air out a room really well or use a dehumidifier for a few days before laying anything down. It works fine in lots of older homes. @nina_butler had a uniquely bad basement, but that's not the norm for everyone. Sometimes you just gotta move in fast and deal with things later, a little risk is part of life.

Ugh, learned this the hard way in my old basement apartment. I just rolled out a new rug over the concrete floor one damp spring, and like two months later there was this awful musty smell. When I finally pulled it up, the carpet pad was totally wrecked with black spots. Had to replace the whole thing, which cost way more than a simple moisture test kit would have. Now I test every single time, no skipping.

Yeah those black spots nina_butler mentioned sound like mold, not mildew. They're different. Mold is the fuzzy stuff that can actually ruin things, mildew is more like surface dust.
