Visited a staffing agency in Phoenix and the whole vibe felt off, is that normal?

Went with my cousin to a temp agency last week cause shes between jobs. The recruiter spent 15 min on the phone ignoring us, then handed her a generic form and said "we'll call you." No questions about skills or even what she wanted to do. Another lady in the waiting room said she'd been there 3 times in 2 months and got one shift at a warehouse. Is that just how these places work or did we hit a bad one? Anyone had a good experience with a staffing agency that actually matched you to something relevant? Curious if its worth pushing back or if theyre all like this.
