My old boss's 'volunteer for every project' rule got me a $0 raise

I spent a full year saying yes to every extra task in Milwaukee, and my annual review gave me a pat on the back while a coworker who did half the work got promoted, so now I'm wondering if anyone else has seen this backfire or if I just picked a bad boss.
