DAE have a boss who said 'you're too quiet in meetings' then talked over you the entire time
Sat in a Thursday review at my office in Columbus and watched my manager cut me off 4 times in 10 minutes after telling me last month to speak up more. At this point I just want to know, is this a me problem or a them problem?

What did your manager actually do when you brought up the interruptions? That's the real test here. If you told them in your last one on one that you get cut off and they still did it in the next meeting, then it's on them, not you. I'd start keeping a note of each time it happens with dates, because after a few weeks you have a pattern you can show HR or their boss if it keeps up.
