Tourist tax loophole that took me 3 trips to notice

Flew into Rome last month and a local told me the Colosseum has a reduced entry rate for EU residents only, so I paid $18 as an American while the guy behind me from Germany paid $2. Has anyone else found hidden pricing tiers by just asking at the ticket window instead of booking online?

Man, I only figured this out after paying full price at like five different museums across Europe... my wallet could've funded a whole extra gelato tour. Guess the trick is being weirdly charming at the ticket counter, which... definitely isn't me.
