Warning: my cheap USB-C charger fried the battery on my old laptop

Last month I grabbed a $9 charger from a gas station to top off my 2015 Dell while on a job. Within two days the battery reported 0% health and the port started sparking when I wiggled it. I opened the laptop and saw the charging board had a burn mark near the connector. Replaced that board for $28 and used a multimeter to check the cheap charger's output, it was pushing 21 volts instead of 19.5. That short burst of extra juice likely cooked the cell. Has anyone else seen off-brand chargers damage a laptop before, or did I just get a bad one?
