People keep pruning lavender at the wrong time and ruining the shape

Walked past three different yards in the last month where someone hacked lavender back in late fall, so now it looks like dead sticks until July. I used to do the same until I killed a 10 year old plant in Austin last year. The trick is you have to wait until after the last frost and only cut into the green growth, never the brown wood. How many of you have seen this happen in your own neighborhood?
