Overheard my manager brag about 'ghosting' a candidate, now I'm second guessing the whole hire

Last Thursday I was grabbing coffee and heard my boss talking to the regional guy. He was laughing about how he ignored 3 emails from a job applicant after the final interview, just to see if they'd 'chase him'. He said it shows who really wants the job. Part of me thinks it's a messed up power trip, but another part wonders if it actually filters out people who aren't that serious. Has anyone else dealt with a manager who plays these games with hiring, and did it ever work out for them in the end?

What makes you think making someone beg for a job is a good way to judge how they'll actually work? I used to think tough filters were smart, but hearing this just sounds like a cheap power move that'll bite them later.
