Track the titles against who funds the library board in your district and you'll see the money trail pretty fast. I did the same thing with our county system and it wasn't the content that got flagged, it was any book where a kid or adult pushed back on a school rule, a town policy, or even a parent figure. The pattern holds across genres too, fantasy books about questioning the king hit the list just as hard as realistic fiction about whistleblowing. Start keeping a simple spreadsheet with the reason listed on the form plus the character's main action, you'll spot the same split within 15 entries. Also check if the same two or three people are filing most of the requests, that was the real kicker for our stats. Once you see the names repeat, it's not about protecting kids anymore, it's about shutting down questions.
