I finally told her no after she asked for the fifth time in two months and she blew up at me, then my mom got involved and now I'm the bad guy for setting a limit - anyone else have a family member who acts like you're the jerk for not being a personal bank?

That's on you for not setting boundaries from the start. Plus, your sister clearly sees you as someone she can count on, and now you're basically saying her trust in you was wrong. My cousin borrowed $50 from me once and I told him straight up "pay me back in two weeks or don't ask again" and we never had drama. You let it slide for years and then got mad when she kept doing what you allowed.
