Serious question, is a full bench test always needed for a simple LRU swap?

Last week at the hangar in Tulsa, I pulled a faulty comms unit from a King Air, swapped in the spare, and ops checked good. But my lead said I should have run it through the full bench test first, which would have added 2 hours. Three years ago at my old job, we'd just verify the part number and slap it in. Where do you draw the line between a quick swap and a full bench test?

Our shop policy in Wichita requires a bench test for every LRU, no exceptions.

Wait, you test EVERY single LRU? Even the ones that just came from the factory? That's got to take forever. I can't imagine the time and bench space that eats up.
