The shared laundry room schedule at my old building made zero sense
I lived at the Pines on 5th for 3 years and people would toss their clothes in at 10pm even though the sign said quiet hours start at 9. I finally taped a simple grid to the wall listing times by floor and it took exactly 2 months before someone tore it down. Has anyone gotten a building-wide rule to actually stick, or is that hopeless?

Laundry room rules never stick unless you make it a pain to break them. I got sick of finding wet clothes on the floor so I started moving anything left over 30 mins into a trash bag and leaving it on the dryer. Took about 3 weeks before people got the point. Also put a dry erase board up with the schedule and took a photo of it every day to see who changed it. That stopped real fast when I called out the exact person by name. You gotta be the annoying neighbor, but it works.
