Seeing a lot of guys skip the final torque check on wheel bolts

I've watched three different mechanics at my hangar in Dayton sign off a gear job without the second torque pass. They do the initial set, move on, and call it done. The manual for the King Air 200 I work on says to re-torque after a full turn of the wheel, no exceptions. It takes two minutes but stops a loose wheel. Had a pilot report a vibration last month that traced right back to this. How many of you still make time for that second check?

Buddy of mine found a wheel stud snapped clean off after skipping it.

That "no exceptions" part in the manual gets me. Do you think they just forget, or is it a time pressure thing?
