Tried the whole 50/30/20 budget thing, my utility bill ate my fun money

I set aside $450 for entertainment last month in Grand Rapids, but my electric bill came in at $212 over because of a faulty water heater I'd ignored for 2 years. Do I fix the heater now and skip groceries, or just accept that budgets are a joke for rentals? Anyone else have a surprise bill completely wreck their spreadsheet?
