The A/C repair quote I got was for a dirty filter I could have changed myself

Last month my apartment in Phoenix had the A/C blowing warm air. The repair guy came out, looked at the unit, and quoted me $180 for a "system diagnostic" before even touching anything. I paid it, he changed the filter, and it worked fine. The filter costs $8 at the hardware store. I know nothing about HVAC, but now I wonder how many people just hand over cash for the simplest fix. Has anyone else paid for a repair that turned out to be something you could do with a YouTube video and 10 minutes?
